Ms. Norris stated that Mr. Muller is proposing to develop a strip shopping <br />center uader the tax incr~m, nt program ahd requesting city participation in <br /> <br />site improvements. <br /> <br />Mayor Reimann noted that e~ablishing a tax increnent district takes about <br />60 days and informed Mr. Muller that he can proceed with the develoIa~ent <br />but the City cannot make a czmm~i~t ~til the district is approved and if <br />such approval does not occur within 90 days of construction beginning, the <br />city cannot capture the incr~.nt fr~m the develolmm_nt. <br /> <br />Councilmember Cox stated that at some time, either with this project or <br />another, consideration is going to have to be given to including some <br />traffic signalization or warning lights on Hwy. %47. <br /> <br />Mr. Muller stated that it might be possible to wait 45-60 days to begin <br />construction; tax increment participation makes the project feasible but he <br />will review the project figures again to see if it is feasbile without that <br />participation. <br /> <br />Councilmamber DeLuca expressed concern regarding the increase in employee <br />and customer activity in the area will create a need for municipal <br />utilities. <br /> <br />Mr. Muller replied that the septic needs for that property have been <br />addressed and it is proposed to develop the area with low water use <br />activities. <br /> <br />Motion by Councilmember Cox and seconded by Councilm=mher DeLuca to adopt <br />Resolution %87-60 authorizing Staff to draft necessary doc~aents to create <br />additional develolmmnt and tax increment financing districts and setting a <br />public hearing to consider these districts for May 12, 1987. (Please refer <br />to resolution file for Resolution %87-60). <br /> <br />Further Discussion'. Ms. Norris stated that it is staff's intent to include <br />all commercial property in the subject area in the tax incre~.nt district. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case 93.. Beouest For Conditional Use Permit To Store Veb/cles And To <br /> _Operate A Vehicle Sales Business In The RB Rural Business <br /> District At 9457 Highway %10 5~;.- Case of Mr. Charl,.~ <br /> <br />Ms. Norris reported that Mr. Christian is requesting a conditional use <br />permit to store vehicles and sell motor/recreational vehicles in the Rural <br />Business District. Planning and Zoning has recommended approval of the <br />request. <br /> <br />Motion by Councilms~ber COx and seconded by Councilms~ber Pearson to adopt <br />Findings of Fact 0155 relating to Mr. Charles Christian's request for a <br />City Co~cil/March 24, 1987 <br /> <br />Page 10 of 22 <br /> <br /> <br />
