Voting Yes: Chairman Peterson, Om~issioners Zimmerman,

~ Disc~i~ lt~g_ardir~_ Ir~o~ti~ Fr~ City_ ~_in~r:

The Gommissiofl reviewed memorandum from City En~ineer dated March 3, 1987
regarding policy on drainage and temporary and permanent dead end and cui-

Commissi~r Hendriksen ingiired if the formula for calculating required
drainage area is based on the highest or a~erege water tnhle.

Ommiissi~ers De,er and Zi~me~n replied that the formula is ba~:d on the
highest known water *nble.

C(zm~tssiouer Deemer stated that he doe~a't think it is neoessary to require
variances to cul-de-sac and dead end street lengths when they are temporary
in nature and prowided to acc~modate future develol~ent. Suggested that
the ordinance be amended to say that variances for temPOrary cul-de-sacs
are a given if it part of an approved plat am] intended to provide access
to future develoI~ent. Such an amendment would encourage developers to
carry their roads through to su~uent parcels.

Ms. Norris stated that Go,missioner Deemer's suggestion is, for the most
part, an existing policy of co~mcil.

Co~mission consensus is that for measurement purposes, cul-de-sac origins
shall be from the nearest intersection and the policy for granting
variances to cul-de-sac len~ that aoc(~odate future development, shall
continue.

~e Cx~m/ssion proceeded to briefly discuss the issue of one-a(x~ss plats.
P & Z/March 19, 1987
