INTRODUCTION <br /> <br />Traditional Grant Proqram <br /> <br />The Traditional Grant Program is funded through the Federal Land and Water <br />Conservation Fund (LAWCON) and state bonding monies. The intent of the Traditional <br />Grant Program is to encourage the acquisition and development of outdoor recreation <br />facilities by providing matching grants to local units of government. <br /> <br />Grants are awarded to eligible recipients based on their proiect proposals as they <br />relate to the State Comprehensive Outdoor Recreation Plan (SCORP). Due to the <br />competitive nature of the traditional program, applicants whose proiects most clearly <br />meet the criteria established in SCORP and follow all of the guidelines provided in <br />this manual, are more likely to receive funds. <br /> <br />Funding <br /> <br />The Outdoor Recreation Grant program provides matching federal/state funds. <br />Applicants should be able to fund at least 50% of the total proiect cost. The <br />remaining 50%, the "Local Share," can consist of cash; donations of materials, labor, <br />and equipment usage~ in-kind contributions; or any combination thereof. <br /> <br />· State: <br /> <br /> Proposed state legislation for FY'88 would provide the following funding levels: <br /> <br /> $1~000~000 - Proiects in the seven-county Minneapolis/St. Paul Metropolitan <br /> Area <br /> <br /> $i,000,000 - Proiects in Greater Minnesota. <br /> <br />The state portion of a grant has the following restrictions: <br /> <br />a. An applicant may not receive more than one state grant per biennium (fiscal <br /> years i988 and 198~); <br /> <br />b. The per-proiect limit for state grants is proposed to be $400,000 for the life of <br /> a project (regardless of the number of grants awarded). <br /> <br />· Federal: <br /> <br /> LAWCON funding levels are contingent on congressional action. <br /> <br />Neither of the above restrictions apply to the LAWCON grants. <br /> <br />It should be stressed that~ once a park facility is acquired and/or developed with <br />LAWCON/state grant funds, the site and any subsequent additions are to remain and be <br />maintained as outdoor recreation facilities by the applicant into perpetuity. <br /> <br /> <br />
