Application Prerequisites <br /> <br />All preliminary applications will be reviewed to determine if the following prerequisites <br />have been met: <br /> <br />· The proposed project encompasses outdoor recreation facilities eligible for funding <br /> under the LAWCON/state program (refer Lo page /4 of this manual). <br /> <br />· The proposed project has been identified as a priority in the applicant's <br /> comprehensive land use plan or comprehensive park and recreation plan. <br /> <br />· The proposed project has been identified in the applicant's 5-year capital <br /> improvement program for park and recreation facilities. <br /> <br />· All previous LAWCON/LCMR-assisted proiects have been satisfactorily completed and <br /> the proiect has been closed by the Outdoor Recreation Grants Section. [f previous <br /> proiects are not closed~ then the sponsor must be making satisfactory progress <br /> towards completion. <br /> <br />· All existing facilities on the park site are adequately maintained. <br /> <br />· All previous I_AWCON-assisted proiecLs have submitted an A-128 audit, as required <br /> by law. <br /> <br />Preliminary applications must meet all of the prerequisites. Those preliminary <br />applications that meet these prerequisites will be ranked using the following application <br />review criteria. <br /> <br />Application Review Criteria <br /> <br />In accordance with the National Park Service Open Proiect Selection Process guidelines <br />and state policy, LAWCON/state application review criteria are derived from the <br />priorities of the current SCORP Action Program. The SCORP Action Program <br />priorities have been generated by input from citizen surveys~ local government official <br />surveys, regional development commissions, and a citizen advisory committee. <br />Applications which best address the SCORP Action Program priorities will rank more <br />competitively. <br /> <br />Ranking and Inspection <br /> <br />Each proposed project site will be inspected by the Outdoor Recreation Grant Section <br />staff within two months of the May ~,, 1987 grant submittal deadline. The Onsite <br />Ranking Sheet (page 8) will be used to determine the proiect's overall ranking. <br /> <br />Acquisition-only proiects will be inspected and points awarded based on the site <br />development plan submitted in the application package. Projects which receive grant <br />assistance for acquisition onl)' must be developed based on the submitted site plan <br />within 3 years of proiect closure. <br /> <br /> <br />
