Councilms~ber DeLuca stated that there will be a certain amount of activity <br />taking place in Bamsey and there needs to be a unified stance. The ~ickman <br />situation was a mess from the very start and Council was left with a <br />situation of tryin~ to smooth things over. After the fact, it is better to <br />negotiate and save the City from bad publicity. Ramsey's potential is great <br />and Council, P&Z and commissions do have to have a unified develoI~ent <br />strategy for the City. <br /> <br />Councilm~ber Cox stated that he didn't enjoy trying to resolve the Sickman <br />case and P&Z's displeasure is out of line. Councilm~mber Cox stated that <br />he was not trying to circumvent any process; he was trying to get the <br />problems resolved without it ending up on the front page of the <br />news~pers. <br /> <br />Mr. Bendriksen stated that as the Iiickman situation was developing, Mr. <br />Deemer consistently brought it up for discussion and noted problems <br />developing. Mr. Hendriksen stated that he feels Council is executing the <br />bearer of bad tidings; that ~ickman created the situation and Mr. ~cmer is <br />being used as the fall guy. <br /> <br />Mayor Reimann stated that when the terms of commission members approach <br />expiration, Council has the authority to either reappoint or change <br />m6~bership. Changes of the guard are not unc~mon. Mayor Reimann stated <br />that he is on the Council and he has the right and prerogative to not be in <br />favor of a reappointment; Council can change all the m~nbershipo on all of <br />the o0mmissions. <br /> <br />Mr. Zin~erman stated that that kind of action would not make for good <br />government. <br /> <br />Mr. Peterson stated that because Council is an elected body, it does not <br />give th~m an insight to truth and knowledge; advisory commissions are there <br />for a purpose. Mr. Peterson inquired if Council really studies their <br />agendas and understands the issues involved. <br /> <br />Councilm~mber Cox stated that his decision about Mr. Deemer had nothing to <br />do with Plants and Things and nobody is saying that Council is going to <br />operate without advisory commissions. Councilm~mber Cox added that he does <br />study the agendas. <br /> <br />Mr. Peterson referred to another productive joint meeting in which pole <br />buildings were discussed and there was a combined consensus as to how pole <br />buildings would be dealt with. Now Council has decided how home <br />occupations will be handled with no discussion of the issue with other <br />commissions. Policy issues need to be discussed and not dictated. <br /> <br />Mayor Reimann stated that policies are reflected in Council's voting <br />record. <br /> <br />Mr. Peterson stated that at least with conditional use permits for home <br />occupations the City would have more legal control than it does with the <br />person who is operating illegally in a residential district.
