are operating illegally and playing a ~ of 'catch me if you can'.

Mr. Zimmerman stated that Council should put in writing what home
occupati~ they think are acceptable and which are not. Mr. ~.immerman
inquired as to why Council denied a h~me occupation request for a tuxedo

Councilm~mber Cox stated that the tuxedo business would not have drawn away
fr~m another similar business in Ramsey, but it would draw from other
similar businesses in the County which are in the same taxing entity as
Ramsey. The tuxedo rental business would also have been a substantial
increase to traffic in the neighborhood.

Mr. Zi~merman stated that P&Z has not been included in overall planning for
City parks, roads, utilities, etc.

Councilmm~ber Cox stated that he brought that same issue up many times
while Gary Seitman was mayor and the first joint PZ/CO{mcil meeting was not
held until just recently. At that joint meeting, Councilmember Cox also
requested that the commissions be provided with tax information in order
that they can be aware ~f all aspects of commercial ar~ residential taxing
formulas. Decisions regarding home occupations cannot be made without that
information.

Mayor Reimann suggested that P&Z and Council make a list of issues and
ideas to be discussed at another, joint meeting. With respect to overall
planning, Mayor Reimann suggested that P&Z, Park and ]~xeation and Council
meet some time after the joint meeting between Parks and Council on March
11.

Mr. Hartley stated that the discussion summarizes as Council telling
Planning and Zoning that Council has a strong sense of responsibility to
serve the public and do the things they do. Plannir~ and Zoning is saying
that they have aspirations to change the image of Ramsey Council doing
individual deals or making special compensation for individuals based on
factors other than those Planning and Zoning ususally considers. ~ese two
goals are conflicting and the differences discussed tonight have to be
resolved before Council and Planning and Zoning can be an effective team.
Mr. Hartley stated that he has also heard that Ramsey ~ouncil 'does deals';
when it is perceived that Council is doing that, whether they are or not,
it hurts the City's image. Mr. ~artley suggested meeting again after both
Council and Planning and Zoning have had some time to rethink their goals.

Mayor Reimann stated that if Planning and zo.ing a~ Council can begin
working together, it would make staff's and Council's jd~ easier. Council
has tried to make staff's job easier by insisting proper procedures be
followed but sometimes citizens demand and get their 'day in court' taken
care of at the Council level.

Mr. Partley suggested that maybe staff should take a stronger role and
inform citizens that they must approach the advisory commissions prior to
approaching Council.

Joint City Council-Planning & Zoning/February 17, 1987

Page 5 ~f 6
