Case %1.. ~cate Of The City ;~dress: Welcome To New Co~i.~ion ~mbers: 1987 Goal Statements Of CouncAlmembers: Mayor Reimann made the following State of the City Address: "The year of 1986 brought to the City of Remsey noticeable changes in the people who serve the ca mity of Pamsey. we saw the resignation of Mayor Gary Reitman which resulted in the appointment of myself to the position of Mayor and Mr. Steve DeLuca as Councilmember. Each of the Park and Recreation Cc~mission, Planning and 2oning C(mm~ission, Economic Develolm~nt Commission and Airport Commission have also experienced changes in membership. During 1986, 4 of the 21 member Ramsey Staff have changed, including filling the vacancy of Mr. Lloyd Schnelle as past Administrator by Mr. David ~artley. Ramsey has also changed in size. Of the 299 building permits issued in 1986, 145 represent housing starts. The City Council appr(wed several new plats and plans for hundreds of new homes in the future. Current population estimates show that 11,395 people now call Pamsey hc~e. l{cwever, the real changes are yet to come. 1) Continued effort by all those who serve our co~m_ _m~ty to learn how to work together and be more effective as a unified team. 2) Cable T. V. should be utilized efficiently and effectively to promote citizen understanding and participation in decision making, highlight local events and activities, strengthen the sense of oommnnity among residents, and provide low cost training and professional development opportunities for local government employees. 3) Every citizen of Ramsey must recognize that.continued dependence upon lar~lfilling has a devastating impact ~ our enviro~t and Minnesota's most abundant natural resource, clean water. The City of Ramsey should develop a practical but effective recycling program which will serve to lessen our dependence on landfills and educate our citizenry about the stewardly use of our natural resources. 4) Currently the City of Ramsey contracts with the cities of Elk River and Anoka for fire protection. Although the service being received iran these c0mn~nities is adequate, the City of Ramsey must plan for the development of a fire department that can assure adequa~te response times. 5) The develol~nent of parks and recreational facilitiesfin Ramsey must continue to meet the of our citizens.
