favorably, and my challenge to the City Council is to manage change
responsibly. '

Mayor Reimann offered the same challenge to City commissions and welcomed
any new cc~mission members that might be present.

(Mr. Richard Emery of the Airport C~mmission was present).

Councilmsmber A1 Pearson 1987 Goal Statement - Stated that o~e of his goals

is to beautify Ramsey. ~hat could be accomplished if all citizens would
keep their yards clean and plant trees and bushes. Another key issue is to
get a good east/west alternate major thoroughfare in Bamsey.

Gouncilmember Steve DeLuca 1987 Goal Statement - Stated that in reviewing
the goals for Ramsey, be believes planning for the future is the primary
area of concern. ~he steps taken today will affect the City for years to
come. Citizen involvement is equally important. Local government is
dependent upon input and direction. In a democracy, people not (nly have a
right to express their opinion, but an obligation to participate and be
involved. Economic develolz~.nt is necessary to provide the quality of life
desired. Better fire protection, better parks and better roads all require
money; somebody has to pay for it. If we have strong commercial and
industrial centers, that quality of life becomes affordable.

Councilmember Cox 1987 Goal Statement - Stated that the n~mber one goal is
a fire department. There .i.~ a joint fire department serving Ramsey that is
costing over $60,000/year;~but there is a problem with response time.

Consideration should be given to using landfill funds to start a fire
department in the near future. The issue should be on the next Council
agenda for discussion. ~is council is a Positive council looking towards
the o0mmunity in a positive manner and moving onto good things in years to
come. ~e last 3-4 years have not been as productive as they should have
been. Park facilities need improvements and with the new R~AA leadership,
those things should come about. Another concern is the limited funds that
are available to Ramsey for socioeconomic activity. A non-sectarian YMCA
would be a real asset to Ramsey and we should urge those people to bring a
facility to Ramsey. We should continue to pursue sewer and water
improvements in the industrial area in order to expand Ramsey's tax base.
Recycling should be encouraged to reduce the influx of waste into the
landfill. Ramsey should be cooperating with Waste Management of Minnesota,
Inc. for a good recycling program. Another thing to be looked at is
privatization of as many aspects as possible in the o~mmmity. · A previous
council motion to re~iew areas of privatization has not been carried out
and it should be pursued. City Council wants a good relationship with the
voters by keeping them informed; government should be kept in the hands of
the voters. Will continue to reduce goverr~ent spending, if possible, and
keep spending at a minimum in Pamsey.

Councilme~ber A1 Sorteberg 1987 Goal Statement - Stated that he has been
involved in local goverr~ent for a long time and he thinks Ramsey is moving
ahead in a very good manner. One way to improve the f~nctioning of Council
would be to work closer with the c~ssions.
