The development of the park is designed to increase the public <br />utility of the park and to enhance the many natural features of <br />the park. The project is designed so that there is minimal <br />impact on the natural environment of the park by developing much <br />of the park for passive uses and to establish a native prairie in <br />part of the park. In addition, the trails will allow for <br />observation of a natural-type park and environment along the <br />oxbow of the Rum River. <br /> <br />The park development plan includes landscape screening and <br />buffering of active recreation facilities from nearby residences. <br />The overall development plan also includes screening and <br />buffering of the more passive use areas from. the proposed County <br />Road 116 bridge passing over a portion of the park. <br /> <br />Appendix A of the LAWCON application guidelines notes that <br />bicycle paths, trails, accesses and natural park-like areas are <br />ranked highly on the "Local Government Officials Preference List". <br />Appendix B of the LAWCON application guidelines notes that in <br />Region 11 (the Minneapolis-St. Paul metropolitan area), natural <br />park-like areas, trails and river accesses are highly ranked <br />citizen priorities.
