ATTACHHENT 2

SITE PLAN
RIVER'S BEND PARK
CITY OF RAMS EY

River's Bend Park is located in the southeast corner of Ramsey,
east of State Highway 47 and in an oxbow of the Rum River.

The development of the River's Bend Park has been planned so that
the use of the park is convenient for the adjacent residential
properties, but is also compatible with those properties.
Directly north of the park is a major single family residential
development under construction (approximately 30% complete) which
consists of 162 single family residential lots. To the west of
the park across State Highway 47 is a planned unit development
under construction (approximately 60% complete) containing
approximately 123 single family residential lots. When complete,
it is anticipated that there will be approximately 200 single
family units. South of the park in Anoka are several residential
developments consisting of 250 single family homes. Neighborhood
users are estimated at approximately 2.100 persons (based on 1985
household estimates from Metropolitan Council). It is
anticipated that the park will be used by the entire Ramsey
population and a portion of Anoka's population (approximately
15,000 potential users). In addition, when the County Road 116
bridge across the Rum River is constructed, additional potential
users on the east side of the river in Andover and Anoka will
have access to the park.

The topography of the park is suitable for development of
recreation areas. There is also enough topographical variation
in the southern portion of the park to be appropriate for the
development of multiple use recreational trails. The vegetation
consists of wooded areas, open field areas and wetlands. The
trails are proposed to be constructed in both the wooded and open
field areas. The southern portion of the park is proposed to be
development as a native prairie area with a multiple use
recreational trail adjacent to it to allow for maximum wildlife
habitat preservation and observation.

The trails are proposed to be multi-seasonal and for multiple
recreational uses (pedestrians, hikers, cross-country skiers and
non-motorized vehicles). Because of the variety of facilities,
the park will be available to a wide range of users.

The proposed improvements are to be constructed such that
vandalism will be a minimal concern to the City. The City will
maintain the park and improvements as part of the City park
system. The design of the proposed improvements is such that
required maintenance will be minimal.
