ATTACRMENT 5 <br /> <br />COMPREHENSIVE PARK PLAN <br /> RIVER'S BEND PARK <br /> CITY OF EAMSEY <br /> <br />As noted earlier, the land for River's Bend Park was donated to <br />the City in 1981, subsequent to the City's adoption of its Park <br />and Open Space Comprehensive Plan. However, the City Council has <br />adopted resolutions regarding the City's commitment to the <br />development of River's Bend Park. Attached are Ramsey <br />Resolutions ~85-225 and ~87-80. In addition, at a recent (March <br />12, 1987) joint meeting of the Ramsey City Council and Park and <br />Recreation Commission, the Council reaffirmed its commitment to <br />the development of the River's Bend Park. Since the land was <br />donated to the City, the Council has pursued development of the <br />park. The City unsuccessfully approached Anoka County for <br />development of the park as a regional facility. <br /> <br />The park will be open to the public; no fees will be charged to <br />users of the park. Development of the park is designed so that <br />there i~ minimum conflict and maximum complement between the park <br />uses and the adjacent residential uses. By developing River's <br />Bend Park, the City is achieving several objectives . First, it <br />is developing a much needed recreational facility for use by the <br />entire community. Secondly, the City will be increasing the <br />utility of a flood plain area while protecting that area in <br />accordance with adopted regulations. <br /> <br /> <br />
