Mr. Goodrich stated that the information Councilm~ber Sorteberg inquired about is contained in the financing option reports presented by Mr. ~art/ey to Gouncil in November and December of 1986. Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cox, DeLuca and Pearson. Voting No: CouncilOr Sorteberg. Motion by Councilmember (Dx and seconded by Councilmember DeLuca, directing City staff to schedule an informal meeting on January 20 with those property (wners, and any other property owners that have expressed an interest in utilities, to discuss ways in which the existing proposal for the extension of sewer and water could be amended to be more workable and acceptable. Further Discussion: Councilms~ber DeLuca stated that there was a great deal of information provided to the property owners and it was difficult to disseminate all of it; maybe there should be a preliminary meeting with property owners to find out specific questions the City should be prepared to address. CouncilOr Cox agreed and noted that by the time Council took action on a financing plan, the property (tuners did not have a full 60 days to review their information and make decisions; it should be relayed to those property owners that the City expects to continue to pursue some type of a project. Mayor ~imann stated that he too has s~me concerns with the City being able to afford utilities utilizing Chapter 444 but he also feels utilities are necessary to promote develofment. Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, DeLuca and Pearson. Voting No: None. Motion by Councilm~mber (Dx and seconded by Councilmember DeLuca to receive petitions relating to the proposed extension of sewer and water into Ramsey's Industrial area. Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, Gouncil recessed at 8:40 p.m_ Following recess, a closed executive session was conducted. Mayor Reimann called the special CoUncil meeting back to order at 10:10 p.m. Case %5.- Review And/Or _App_ro~e C~mpa_ rable Worth Repo_ rt; Mr. Hartley stated that he has o~eted the o0~parable worth report and that it does require Council's approval. Mr. Hartley proceeded to review the contents of the report with council. Motion by (Duncilmsnber Sorteberg and seconded by Coun~her Cox accepting the comparable worth report as a draft document in order that it may be forwarded on to the bar~ ~nits and placing approval of said report on the City Council/January 6, 1987 Page 9 of 12
