Mayor Reimann, Council_~e~__~ers Sorteberg, Cox,
Pearson.

Case ~: Desi_cmate/Radesiqnate Official Representative For City Of R~msey
In Tabor Negotiations:

Councilmember Cox stated that he had requested this case be' placed on the
agenda for discussion because he doesn't believe it is a good policy to have
the city aclMnistrator representing the employer in negotiations with those
persons with when he must carry on a day-to-day working relationship.

Mr. Goodrich stated that he contacted 3 experts in the area of labor
negotiations and researched the policy used in other communities. Mr. Goodrich
stated the general consensus seems to be that the proper representative of the
employer depends on whatever the council is o0mfortable with; that it can be a
case by case situation depending on politics and working relationships at the
time. Mr. Goodrich stated that negotiators generally charge $75/hour. Mr.
Goodrich stated Council's options as being: 1) Continue negotiations with Mr.
Hartley representing the City; 2) Hire a negotiator; 3) Proceed with a
negotiation team consisting of City Attorney and City AclMnistrator.

Mr. ~artley a~reed that the employer's negotiator should be determined on a
year-by-year basis as there are years where it would be better to have experts
negotiate the contract; that in his past employment he has made that very
recommendation to council. Mr. Hartley stated that he has no problem with
Council selecting an outside negotiator as he would look forward to working
with experts in that field.

Councilmember Cox stated that he feels Mr. Hartley has a good handle on
negotiations this year; that Mr. Goodrich should team with Mr. Hartley to make
sure everything is kept legal; and it is important that the City Administrator
and Council realize there is the option to hire negotiators.

MAYCR AND COUNCIL INFJT

a) City Policy_ Regardin9 Dual Co~aission Roles -

Mayor Reimann brought up for discussion the idea of limiting persons to serving
on one c~nission only.

Mr. Hartley stated that limiting membership to one commission does make room
for more citizens to get involved in the process of local goverr~nent.

Motion by Councilmember Cox and seconded by Councilmember DeLuca, for
discussion, directing the City Attorney to draft an ordinance that would limit
persons to serving on one commission at a time.

Further Discussion: Councilm~__ber DeLuca stated that a positive aspect of
allowing for o0~mission membership crossover would be improved communication
between cc~missions; suggest limiting dual cc~mission roles to one member per
City Council/January 6, 1987
