Chairperson Johns indicated she likes a flat fee concept. The trail fees were a trial balloon, they <br />knew they were low, but obviously they are very low and an adjustment is needed. <br /> <br />Principal City Engineer Olson stated he echoes the comments regarding the fair market value. A <br />flat fee makes sense and is easier to understand and communicate to people. <br /> <br />Commissioner Ostrum thanked staff for preparing this information. It was helpful to look at and <br />he agrees with the recommendation. <br /> <br />Motion by Commissioner Ostrum, seconded by Commissioner Shryock, to approve the <br />immediate increase in commercial trail fee of $1090/acre and make commercial trail fess a flat <br />$4356/acre. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Ostrum, Shryock, Lehman, <br />Olds, and Pontius. Voting No: None. Absent: Commissioner LaMere. <br /> <br />Case//4: 2004 Anoka Aquatic Center Contribution <br /> <br />Civil Engineer II Linton stated the City has supported the Anoka Aquatic Center with a cash <br />contribution for the past six years. The issue has been addressed at Finance Committee and <br />Council meetings with the decision being to continue on a year-to-year basis. The City received <br />the request for support with a condition that we reply by March 1, 2004. <br /> <br />Civil Engineer II Linton explained that the savings realized by the residents exceeds the City <br />contribution so people are benefiting from City participation. The participation rate is less than <br />3% of the 2000 census. The question becomes "Does support of this program make the best use <br />of limited tax dollars?" Staff review of Council minutes indicated that some Councilmembers <br />had the same opinion. The limited participation rate would favor the argument of discontinuing <br />this program. On the other hand, this recreational benefit is not currently available in the City <br />park system so maintaining this program until a swimming pool is available in town makes good <br />sense. He noted that the Ramsey Town Center Development will bring more new residents to the <br />City and we should continue to maximize the variety and quantity of recreational opportunities <br />and this program helps this effort. The savings realized by the residents that have participated in <br />the program exceeds the cost to the City. <br /> <br />Chairperson Johns questioned if the Aquatic Center limit the number of passes available. <br /> <br />Civil Engineer II Linton responded in the negative. He explained a season pass and swimming <br />lessons are available to all who want them. <br /> <br />Commissioner Ostrum suggested a sign be posted at the Aquatic Center stating that Ramsey is <br />subsidizing Anoka residents for the pool. <br /> <br />Chairperson Johns commented this program has been breaking even for the last couple of years. <br />With new residents coming into the City and Town Center she would like to see more bang for <br />the buck.
