City policy requires City Engineer review of bituminous and curb installation for proper <br />drainage. Once this is done and the plan is found acceptable, the improvements can then be <br />installed. The City Engineering Department has reviewed Mr. Olson's request and found the plan <br />acceptable. <br /> <br />Mr. Olson, however, is asking that he be allowed to locate the bituminous surface 10 feet from <br />the property tine. City Code states that a 20-foot landscaped area needs to be created When a <br />parking and/or display area is along a public street. Mr. Olson was advised to apply for a <br />variance. Mr. Olson's request is based on a couple of reasons; 1) the present location of the <br />building does not leave much room for display and maneuvering if the full 20 feet landscaped <br />area is implemented (it should be noted that the previous tenant, Pleasureland RV displayed their <br />vehicles right up to the property line); 2) the adjacent land uses have their parking and display <br />areas at or very close to the property line along Hwy. 10. <br /> <br />The location of parking and display areas near Mr. Olson's property vary. Previous <br />code only require 17.5 foot <br />setback <br /> <br />The MGM Liquor/Touchette <br />property has had bituminous <br />for many years and is <br />grandfathered in. <br /> <br />This parcel was formerly <br />occupied by Pleasureland RV <br />and is currently vacant. <br /> <br />This parking and display area <br />was installed over a weekend <br />several years ago and is not <br />compliant with City Code. <br /> <br />Mr. Olson is proposing to <br />locate the bituminous surface <br />10 feet away from the lot line. <br /> <br />The Frey Auto property has <br />had bituminous for many years <br />and is grandfathered in. <br /> <br />Recommendation: <br /> <br />Mr. Olson plans on improving the subject property fi'om its current condition. Remodeling the <br />building and adding bituminous surface and concrete curbing will greatly enhance the look of the <br />property. The location of the existing building coupled with the requirement ~br a 20 foot <br /> <br /> <br />
