Mayor Gamec asked if there is anything different about these sirens than what the City has been
using.

Mr. Siprin replied they are AC sirens with battery backup. They use the existing control system
the City currently uses. There are three sirens in the City now, and this is an additional purchase
of sirens fi'om their company.

Councilmember Zimmerman asked what would happen to the sirens if lighting strikes.

Mr. Siprin replied like any device the lightning will do damage to the siren, although the local
service center would get it up and running as soon as possible, and they are protected with proper
grounding.

Councilmember Kurak asked if there were any failures with the recent storms when the sirens
went off:

Police Chief Way replied one of the sirens to be replaced failed.

Councilmember Elvig noted the new sirens will be overlapped better in the case of a failure.

Police Chief Way explained the overlapping of the sirens will cover a larger area and provide
better coverage into an area that is heavily populated.

Councilmember Pearson inquired of the life expectancy of the sirens.

Mr. Siprin replied with care and maintenance the life expectancy of the sirens is 20 to 30 years.

Motion by Councilmember Elvig, seconded by Councilmember Cook, to adopt Resolution #04-
05-132 authorizing the contracted equipment replacement and relocation of outdoor warning
sirens with American Signal Corporation, per the terms and conditions of the contract.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Kurak, Pearson,
Strommen, and Zimmerman. Voting No: None.

Mayor Gamec asked Police Chief Way if the ordinance concerning 2:00 a.m. bar closings is in
effect.

Police Chief Way replied it will be at least another week before the ordinance is in effect. No
one has actually applied and paid their fee yet.

Mayor Gamec noted according to the Council's reports, DWI's are running higher than lasi year.

Police Chief Way explained there are many different factors regarding this. Officers work
different areas, and they currently have young aggressive officers working. The City has
received safe and sober grant money, and these statistics are included with the other statistics,

City Council/May 25, 2004

P65
