Reference is made to your correspondence of October 26, 1983 concerning the typing of the landfill inspection reports. Our inspection policy requires that the inspection report be: 1) prepared at the time of the inspection; 2) discussed with the operator; and 3) signed by the operator (acknowledgment of receipt). This policy was es- tablished to accomplish the following needs: 1) preparation of a more complete report while the inspection details were fresh; 2) improved com- munication with and understanding by the operator of the deficiencies noted and the needed corrective action; 3) the immediate initiation of corrective action; 4) provide a written record of notification and service on the operator; and 5) reduce the costs of the inspection program. The typing of these inspection reports would not serve any practical purpose in the conduct of the landfill inspection program. I have asked the people making the landfill inspections to print the reports so that they are more legible. If you have any questions, please call on me. Sincerely, Robert M.
