I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />TO: <br /> <br />FROM: <br /> <br />RE: <br /> <br />Mayor and Councilmembers <br /> <br />City Administrator <br /> <br />Staff report for November 1983 <br /> <br />1) Finance - The following is hereby submitted on this item: <br /> <br /> a) Cash flow report for October 1983 - The City Accountant will be available <br />at the meeting to comment on this item should you have any questions. <br /> <br /> b) 1983 budget revenue and expenditure report for October 1983 - The City <br />Accountant will be available at the meeting to comment on this item should you <br />have any questions. <br /> <br /> c) Audit of City's financial records for 1983 - Deloitte, Haskins & Sells, CPA <br />firm, will commence the first phase of the 1983 City's audit on November zg, 1983. <br /> <br /> d) Seminar - I am having Jeanne Moen attend an advance workshop in City <br />audit which is being sponsored by the Minnesota Society of Certified Public <br />Accountants. It is a one day seminar and will be held on December 7, 1983 at a <br />cost of $60. I think much is gained from this seminar, especially for the City of <br />Ramsey. <br /> <br />Z) Labor Relations - We will commence our first labor negotiations with police <br />labor representatives at 9-'00 a.m., November 28, 1983. The Council Personnel <br />Committee is being kept informed on these labor negotiation meetings and will <br />always be kept abreast on all policy issues. The City Administrator and Chief of <br />Police will be doing the actual negotiations with the police labor relation <br />representative. <br /> <br />3) City in-house projects - The following is hereby submitted on this issue: <br /> <br />a) On-site septic system - We have not finished this project as of this date. <br /> <br />b) Capital improvement plan - We have not finished this project as of this date. <br /> <br /> c) Environmental protection ordinance - The City Engineer is now re-working <br />this ordinance to meet certain DNR requirements in regards to the wetlands. <br /> <br />4) Legislation - The following is submitted on this item: <br /> <br /> a) City of Ramsey vs. State of Minnesota regarding local government aid to <br />cities - There will be a summary judgment held in Room ~lSZ1 of the Ramsey County <br />Courthouse in St. Paul at Z:00 p.m. on November gl, 1983. <br /> <br /> b) Interim economic policy by Metro Council - We will be submitted a written <br />report to them supporting their proposed policy. <br /> <br /> <br />
