I believe that we will <br />be finding in the next few years, if ~ are not already aware, that <br />the abuse of alcohol is going to be our biggest youth problem in Ram- <br />sey. The use of marijuana, amphetamines, LSD, PCP, Cocaine alad other <br />popular drtlgs of the late 60's and 70's has declined, I believe, in <br />favor of the easier obtained, cheaper and more socially acceptable <br />liquor arid beer. l~hen I say socially acceptable, I refer to the giving <br />of 'q(egge~' parties by parents for their children who have attained the <br />ripe old age of 16 years. In this type of party, the child is allowed <br />to invite a number of friends of their own age, so~e ':maybe slightly old- <br />er and so~o younger, to the hotlse for a birthday party and the parents will <br />either Purchase or allow one o£ their child's older friends to purchase <br />a keg of strong beer. The attendees can, for the sum of two or three <br />dollars "bu)~' a plastic cup when they arrive and have free access to the <br />keg while.they are there. The parents console themselves usually by not <br />being home during the party so they can't see what is going on but in some <br />cases theyt actually stay home and supply treats. On any night of the week <br />during the school year, when there is no school scheduled for the next day <br />leu can find at least one "kegge~' party somewhere in the city at a private <br />ome and there is no control over who may drink from tho communal keg, ' <br />Providing they pay for their cup, so birthday parties are' not the only rea- <br />son advanced for parties. During the sun~er the frequency of the parties <br />increases ~o any given night of the week, with or without parents home and ' <br />with or without their express permission. I have underlined the WOrd "express" <br />since I feel that often parents know about the planned .activity but look the <br />other way Father than take a hard lille and forbid the activity. 'The parents <br />who do thi~ are usually the ones who leave for the weekend and aren't tmrticu- <br />larly concerned about what goes on at home as long as tim place doesn't .get <br />wrecked. :- <br /> As the attached literature explains, by paying a total of $250.00~ w~-cml <br /> be license.~ to tape both shows and show them locally ( but not on cable) for <br /> citizen groups for a five year period. I' have a VCR unit and will tape both <br /> shows to ~e what they are like and if they are as good as I am told theF will <br /> be, I thirtk we should have them available to us ,. 'I will use my own tape for <br /> now'and if:this idea is acceptable will see about being reimbursed' later. The <br /> Cost for the tape is only $15.00, give or take a dollar or two, ~/e will have <br /> to, as the.; agreement explains, pay the license fee Within 30 days of tho airing <br /> of the programs, so if this is approved we will have to send the agreement and <br /> the fee to ,MrI before 12-2-83. · <br /> <br /> As.'I stated, we may soon see the problem of ~een-age alcoholism become more <br /> of a proble.m than :it already is in Ramsey. There really is nm age limit at <br /> these keggers and I certainly don't mean an upper limitl .I'm not sayir~g that <br /> these tapea will stop the trend but it just rJight help, if in no other way, <br />.than to wake up a few rather comp]_acent parents who are happy that junior isa't <br />a pothead Jlr acid-freak but .don't see that he. or. she is an up and coging alco- <br /> holic. , . , '..: <br /> <br /> <br />
