1
I
I
I
i

Chairman Heitman recalled that at the first m~eting between
Mr. Dorn and the Charter Commission, Mr. Dorn made two points
which really stick out in his mind -- 1. One bad item in the
charter will default the whole charter. 2. Recall is not that
great of a feature to include in the charter. Chairman Heitman
then recalled that at the Charter Commission public hearing
Mr. Dom stated that recall is a very good feature of the charter
and one bad portion of the charter does not default the whole
charter, although chapters do inter-relate and those inter-related
portions will fall.

UNFINISHED BUSINESS

A. Letter Of Thanks To Cit~ Of Mounds View Charter Representatives:

Chairman Heitman read the letter he had prepared to the Con~nission.

!
I

Commission members approved the letter.

Letter To City Staff Of Ramsey Thankin~ Them For Their Input So Far
With Regards To The Charter:

No action.

I
!
i
I
i
I
I
!
I
i

NEW BUSINESS

piscussion With Fiscal Consultants Re~ard.in~ Fiscal Considerations And
The Proposed City Charter:

Commissioner Bauerkemper stated that Wayne Bur~graaff of Evenson/Dodge
was to be present but another city, with which he is affiliated required
his presence at an important Council meeting and noted that he will be
able to attend Charter Commission meetings in Ramsey that are held the
second Thursday of the month. Commissioner Bauerkemper stated that she
has forwarded a copy of the Charter rough draft to Mr. Burggraaff and
also a copy of the most recent Chapter 7 and explained that the Commission
did not want to hurt the City but rather get a pulse on the City.
Commissioner Bauerkemper stated that when she became aware that Mr. Burggraaff
could not be present tonight, she requested input from him in writing
but he would not comply.

Commissioner Gamec commented that fiscal consultants will not do anything
in writing because it is too binding, except in the case of accepting
bids, etc.

Discussion ensued regarding how much you can rely on input from someone
that won't put that input in writing.

chairman Heitman noted that the fiscal consultant could make a presentation
and change his whole point of view as soon as he left the meeting room.

Commissioner Gamec replied that the input from the fiscal consultant
would be documented in the minutes and that is legally binding.

Commission consensus is to request Mr. Burggraaff attend the Charter
Commission meeting scheduled for the second Thursday in November.

27, 1983
