Topics
for discussion at that meeting will be the preliminary Airport
Layout Plan, environmental and land acquisition issues. Notice
of the public meeting has been published in the Ramsey Newsletter
and Anoka County Union.

Merland Otto distributed copies of the preliminary layout plan
(Attachment I to these minutes) and Historic and Forecast Based
Aircraft Study (Attachment II to these minutes) and proceeded to
review these items with the Commission.

Case #2: Update 'On Meeting With State Department Of AeronaUtics:

Mr. Otto stated that the State is adimant about going with a 3300'
runway system; they don't want to create the same problems being
experienced with the Crystal airport. The State is concerned with
the cost of the Gateway North project and it's zoning problems.

Mr. Otto stated that Metro Council's reaction to Gateway North
is a 'wait and see' type of thing. Mr. Otto stated that Ramsey
will need strong support from Metro Council in order for this
project to go through.

Mr. Otto stated that FAA did not have any strong concerns; they
did reiterate that they require a 1000' clear zone and will
participate in acquisition, costs within that 1000~ only; the
State is more restrictive and requires an additional 1000' of
clear zone and most of the acquisition costs will be 'in that
second 1000'~. MAA will participate to the maximu~n they can
depending on what funds are available at the time and they will
only commit after the community has committed.

Mr. Otto distzibuted copies of Gateway North preliminary cost
estimate (.Attachment III to these minutes) ~nd reVieWed it with
the Commission.

Mr~ Otto stated that in order for Gateway North to qualify for
Federal funding, Gateway must be accepted into the NASP (National
Aviation System Plan). Criteria for acceptance is:

August 15, 1984
P~ge 2 of 4
