Criteria for acceptance as a reliever is 50 based <br />aircraft with 25,000 annual itinerant operations or 35,000 annual <br />operations within two years after project completion, <br /> <br />Mr. Otto stated that with strong support from Metro Council and <br />Mn/DoT, Gateway North stands a good chance of obtaining Federal <br />funding. <br /> <br />Commissioners Soderholm and Greenberg brought up for discussion <br />the fact that Mn/DoT's original reaction to the possibility of <br />Gateway North becoming a limited facility was favorable and now <br />they seem to only want to consider a full scalee 3300' runway <br />system. <br /> <br />Mr. Otto stated that the cost factor to improve Gateway North <br />is so great that there is no way the State will participate <br />on a 1/3 : 2/3 basis without some Federal participation also; <br />the State just does not have enough funds to participate in a <br />full scale project like this. <br /> <br />Commissioner Greenberg suggested that perhaps the business <br />community could get involved in the project as a way to offset <br />the cost to the community. <br /> <br />Motion by Chairman Ippel to submit to Metro Council, FAA and <br />Mn/DoT, the Gateway North preliminary Airport Layout Plan, <br />Historic and Forecast Based Aircraft Data and Preliminary Cost <br />Estimate in order to make sure that all is in compliance with <br />minimum requ.irements; to proceed with the Airport Master Plan; <br />and to set up a meeting with Mark Ryan, staff person at Metro <br />Council in charge of airport planning. <br /> <br />Further Discussion: Commissioners Sieber and Donovan suggested <br />that it would be more appropriate to submit these preliminary <br />plans and estimates to the various agencies after the public <br />meeting on August 22, 1984~ Mr. Koshak agreed on the basis that <br />the public comments taken on August 22, 1984 could result in <br />changes being made to the preliminary Airport Layout Plan. <br /> <br />Motion failed for lack of a second. <br /> <br />AP/August 15, 1984 <br /> Page 3 of 4 <br /> <br /> <br />
