arrival/departure building, parking facilities and hangars. <br /> <br />Mr. Otto stated that if the State is to receive any Federal <br />assistance at all in land acquisition, the State and community <br />must make assurances, prior to applying for the money, that they <br />will follow a uniform acquisition and relocation program; all <br />landowners are guaranteed fair market value for their properties, <br />which is determined through a series of appraisals. The entire <br />process of acquisition takes about a year and everyone that is to <br />be acquired is assured that they will be compensated fair market <br />values, expenses incurred in relocating and higher interest <br />rates. <br /> <br />Mark Entsminger - 14951Ramsey Blvd. - Stated that he owns a farm <br />home adjacent to Tom Thumb which he is in the process of <br />remodelling. His remodelling project is due to be finished about <br />the time the City would start talking acquisition. Mr. <br />Entsminger stated that he has more pride in his home than he <br />wants to see an airport. He stated that planes are flying 20' <br />above his house now inquired if there would be commercial flights <br />or jets utilizing the airport. <br /> <br />Mr. Otto stated there would not be commerical flights and also <br />noted that there would be no exceptions made to properties within <br />the clear zones~ bargains are sometimes made on properties <br />outside the clear zones. Mr. Otto stated that Gateway would be a <br />minimal facility with a paved runway and taxiway and the largest <br />planes there would be a light twin engine with a capacity for 6 <br />passengers; basically, you would have the same type of useage you <br />have at Gateway today. <br /> <br />Rick Sundahl - 16169 Jarvis - Referred to airport study done on <br />General Mills property 3 or 4 years ago. <br /> <br />Chairman Ippel replied that this Commission has been charged with <br />studying the current Gateway North site only. <br /> <br />Mr. Otto stated that there are a number of procedures to go <br />through in airport development and it is not uncommon to see <br />projects take 8 years from initiation of airport study to an <br />operational facility. Mr. Otto also noted that these State and <br />Federal funds are derived from airport revenues obtained through <br />ticket sales, excise taxes, etc. These revenues a~e put in a <br />trust fund and dedicated for airport improvements and it does <br />take a while to get on the priority list for these funds. <br /> <br />Mark Entsminger inquired as to what Mr. Otto meant by 90% Federal <br />and 10% local participation. <br /> <br />Mr. Otto explained that all public use facilities are eligible <br />for 90% Federal cost participation and the local community would <br />be responsible for 10% of the cost. <br /> <br />Mr. Entsminger commented that we would have the noise nuisance of <br /> <br />Page ~ of 6 <br /> <br /> <br />
