An airport facilitiy can <br />be considered like a utility the community is offering; there is <br />no reason to expect that Ramsey will grow without services to <br />offer. <br /> <br />Mt'. Entsminger stated that Gateway is more a pleasure aircraft <br />facility and what the city needs is some real revenue generating <br />business and Anoka will derive more benefit than Ramsey. <br /> <br />Mr. Otto replied that an airport will attract those businesses <br />to Ramsey. <br /> <br />Chairman Ippel stated that part of the Airport Study is to look <br />at the costs associated with this type of development and the <br />economical benefit to Ramsey. There are businesses in Ramsay now <br />because of the airport and others have indicated they would <br />locate here if they knew for sure that the airport is going to be <br />there. Chairman Ippel stated that one of the things the <br />Commission is looking at is will the airport generate jobs and <br />revenue; the way to keep property taxes down is through an <br />increased tax base and that industrial park has the potential to <br />take the pressure off of the rest of the community. If it is <br />determined that there is ~o benefit to developing the airport, <br />nobody on this Commission or City Council will support it. <br /> <br />Mr. Entsminger stated that the airport is not being used to it's <br />fullest now. <br /> <br />Mr. Otto replied that with an underdeveloped facility, you have a <br />much higher percentage of training flights; as a facility <br />develops you get more business traffic. <br /> <br />Linda Rahn - 7301 149th Avenue - Inquired when the City plans on <br />going through with this airport project. <br /> <br />Chairmar, Ippel explained again that the City is in the process of <br />studying the issue only; no decision has been made to go ahead; <br />this Commission is gathering information on which to base it's <br />recommendation to Council. When the study is completed, which <br />will be towards the end of this year, this Commission will make a <br />recommer, datior~ to Council to either cease or proceed to develop a <br />municipally owned airport. Council will then make the final <br />decision. If Council approves it, there are many processes yet <br />to go through like application for Federal participation and land <br />acquisition. <br /> <br />Oregg Ragen - 2708 Bunker Lake Blvd. - Andover - Stated he owns <br />commercial property in the affected area and inquired if he <br />should proceed to develop or leave the property in limbo <br />(property is adjacent to Tom Thumb). <br /> <br />Page 4 of 6 <br /> <br /> <br />
