I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Commissioner Donovan stated that the Commission discussed some <br />time ago whether or not it should be recommended that Council put <br />a moratorium on building permits and incoming businesses to this <br />area, but no action was taken by this Commission. Council is <br />aware of the airport study and the City's procedure would put <br />such cases before Council. <br /> <br />Chairman Ippel stated that Council should be making a final <br />decision by June of 1985 property owners should be able to plan <br />accordingly from that point on. <br /> <br />Mr. Otto stated that should Council approve this development, <br />they would probably protect the airport approach areas by <br />adopting an airport zoning plan even though the airport runway <br />would not be developed as of yet. <br /> <br />Vera McGregor - Stated that as a business owner, she would want <br />to locate a business in a community with an airport. <br /> <br />Mr. Er, tsminger replied that he feels most of the airport traffic <br />will do take their trade to Anoka. <br /> <br />Citizen- Inquired why the airport runway isn't adjusted in a way <br />that will not have the potential for affecting so many <br />properties. <br /> <br />Mr. Otto replied that the aim is to develop an airport with a <br />runway that will have the most wind coverage and eliminate the <br />need for a cross wind runway. State policy has been to develop a <br />single runway facility with the best wind coverage you can get. <br /> <br />Citizen - Inquired if the airport is approved, will the City hire <br />a Staff person to get businesses to locate in Ramsey. <br /> <br />Chairman Ippel replied that one of the results of the <br />Council/Commission Chairpersons workshop was that a City Planner <br />would be hired for just that purpose and she is due to start next <br />week. <br /> <br />Commissioner Donovan stated that the City Planner will not <br />actively seek businesses as such, but rather work on activating <br />ordinances and seeking grants that will make Ramsey more <br />attractive to potential businesses. <br /> <br />Mr. Entsminger stated that an improved airport will put a higher <br />price tag on surrounding property. <br /> <br />Discussion ensued regarding how revenues are generated from an <br />airport through hangar rental, maintenance, etc. <br /> <br />Mr. Otto sited an example of a County airport that was owned and <br />operated by the County and losing money; the airport did realize <br />revenues when it was operated by a private enterprise offering <br />fueling and maintenance services.
