In accordance to Article 30 of the General Conditions <br />of the contract, the Owner may deduct $200.00 per calendar day after <br />the completion date from the total contract sum paid to the con- <br />tractor as liquidated damages. <br /> <br />On June 13, 1984, you told me over the phone that you planned to <br />complete the project approximately by June 23, 1984 and you would <br />request an extension of time to the contract. It is now July 6, 1984 <br />and very little progress has been made in completing the project. I <br />have discussed the project with you a couple of times since June 23, <br />1984 and on July 3, 1984 you told me you would be test pumping on <br />July 5, 1984, with or without permanent electrical power. <br /> <br />Due to the hot dry weather we have had the past week, the need for <br />the irrigation system is very critical.
