I <br />i <br /> <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br />! <br /> <br />CDBG USES SUBCOMMITTEE <br /> <br />The CDBG Uses Subcommittee met on October 25 and proposed the following uses <br />for these funds. I took the list of proposed uses to JoAnn Wright, Anoka <br />County, and reviewed them with her. Following each use are JoAnn's comments <br />with respect to the possibility of each proposed use. The possibility of <br />the uses is tied to meeting one of the three federal criteria: 1) benefit <br />to low and moderate income persons in ~Ramsey; 2) removal of slums and <br />blight in Ramsey; or 3) meeting an ~rgent cu~nity need in Ramsey. <br /> <br />Sewer - JoAnn stressed that trunk lines are almost totally out of the ques- <br /> tion as it is difficult to prove benefit to low and moderate income <br /> persons. She added that laterals are less difficult to fund because <br /> we can argue that either we are creating or retaining jobs that are <br /> available to or are being held by low and moderate income persons. <br /> <br />Branch of the Anoka Fire Department in Ramsey - If it would be located in <br /> a neighborhood of predominately low and moderate income persons. <br /> <br />Start~up money for the YMCA through the Ramsey Economic Development Company <br /> If the development of the Y creates full-time permanent employment <br /> opportunities for low and moderate income ~esidents of Ramsey~ <br /> <br />Community Center ~ If it were located in a neighborhood and would serve that <br /> neighborhood of low and moderate income residents of Ramsey. <br /> <br />Park Improvements ~ If the park(s) were located in and benefitted neighborhoods <br /> of low and moderate income families/residents, <br /> <br />Acquisition of industrial land through Ramsey Economic Development Company ~ <br /> If full-time, permanent Jobs are created that will be available to <br /> low and moderate income persons in 'Ra~,Sey, Land ~r~st be sold within <br /> 2 years and create ~ f~ull-time, permanent Job for each $10,000 of <br /> CDBG funds used. <br /> <br />Park and Ride site ~ No. No benefit to low and moderate income persons. <br /> <br />Alternative energy production through landfill/recycling program - If we <br /> could create full.time, permanent jobs available to low and moderate <br /> income persons. <br /> <br />Sewer and water-maintenance ? No~ <br /> <br />Child care/day care - If the program serves low and moderate income persons. <br /> <br />Swimming pool at YMCA - If we can prove that the pool will benefit low and <br /> moderate income persons in Ramsey. <br /> <br />RR/Grade Crossing - No. <br /> <br />Total dollars to be used (according to JoAnn Wright): <br /> $ 41,220 ~983) <br /> 90,771 (1985 - estimate) <br /> <br />$ 131,991 <br /> <br /> <br />
