Case ~2: Report On Community Development Block Grant Fundin~ And R~commendation <br /> On Utilization Of Community Development Block Grant Funds: <br /> <br /> Mr. Schnelle stated that Ramsey CDBG funds will be approximately $90,000 <br /> over a 3 year period (1984, 1985 and 1986). Ramsey is requesting that <br /> their CDBG funds be made available in 1985. A use form has to be prepared <br /> in order to apply for the funds. Council really can't designate uses until <br />i ~ ~ they see the direction of the Economic Development Commission by way of an <br /> Economic Policy, which Council has authorized preparation of. <br /> <br /> Mr. Schnelle also noted that consideration ~hould be given to approaching <br /> Burns Township regarding a joint CDBG funds effort. Ramsey is also eligible <br /> \,~ , for County funds designated for economic purposes. <br /> Motion by Commissioner Miller and seconded by Commissioner Vevea that Chairman <br /> Greenberg and Commissioner Cox attend the next Burns Township Board Meeting <br /> regarding the possibility of a joint CDBG funds effort. <br /> \Motion carried. Voting Yes: Chairman Greenberg, Commissioners Cox, Vevoa, <br /> Miller and Muller. Voting No: None. Absent: Commissioners Guy, Fults, <br /> Schmidt, Schneider and Sentyrz. <br /> <br /> Further Discussion: Chairman Greenberg stated that he had one more issue <br /> he would like to comment on. Ramsey's number one goal and problem is <br /> developing it's southeast corner. If one of those land owners decides to <br /> sell a piece of property to a company that does not require sewer and w~ter, <br /> he can do so. That land owner doesn't realize Ramsey's goal to develop <br /> that area with sewer and water. Some basic plan should be on paper regarding <br /> how and what type of develol~ment will be there. The issue of hazardous <br /> waste should be addressed in that plan. <br /> <br /> Mr. Schnelle replied that the I~cal Development Corporation could puxchase <br /> that land and control it or you could gain control of the land by creating <br /> a tax increment district. <br /> <br /> Commissioner Greenberg inquired if CDBG funds could ~e used in an effort to <br /> control that land. <br /> <br /> could be used for sewer and water or as a part of capital investment funds <br /> to assist industry development. <br /> <br /> Commissioner Cox dismissed himself from the meeting at this time. <br /> <br /> Chairman Greenberg inquired if there was any plan foz lateral sewer and was <br /> informed that there is not. Chairman Greenberg inquired if CDBG funds <br /> couldn't be used to have all these plans set and in writing to avoid 6 <br /> months of government red tape when development is ready to happen. <br /> <br /> <br />
