Absent: <br />Commissioners Titterud and Greenberg. <br /> <br />The Commission recessed at g:45 p.m. <br /> <br />Chairman Heitman called the meeting back to order at 10:00 p.m. <br /> <br />Commissioner Buchanan expressed concern regarding projects being 100% assessed <br />before the project takes place. <br /> <br />Discussion ensued.
