I
I

I
I
i
I
I
I
I
I
I
i
I
I

Commission Meetings -

Commissioner Lichter brought up the subject of Commissioner
Gamec's comments to the EDC at their last meeting regarding not
being able to endorse the charter as written.

Commissioner Gamec stated that he has always expressed concern for
Chapters 7 and 8 of the charter and that if they are not well
written he would not be in favor of the charter. Commissioner Gamec
also noted that persons have questioned the legallity of the chater.

Commissioner Data stated that Ramsey's charter is modelled after
Mounds View's and Mounds View's passed the test in the Attorney
General's Office.

Chairman Heitman stated that the charter will be subjected to a
legal review.

b) Commissioner Sieber To Give Charter Punchlist Preparation And Review -

I
i
I
i
I

No report.

COMI'4ISSION BUSINESS

Commissioner Buchanan stated that the time is approaching where the charter
could have or has the potential for bringing some type of change of direction
and policy into the City if it is approved; it might be a good idea for the
Charter' Commission to address council in the form of a letter relative to
proceeding and making real heavy committments just prior to the possible
acceptance of a charter.

After some discussion, the Commission consensus is not to issue such a letter.

CC/January 26, 1984
