Flintwood I would not be assesse] for storm sewer
unless Flintwood I ties into the storm sewer.

Susan Beale - Stated that Flintwood I and II are in the same watershed.

C~mmissioner Deemer - Stated that watershed and storm sewer are two different
things.

Mr. Berg ~tated that if Flintwood II does not generate enough money to pay for
storm sewer trunk, then Flintwood I will also be assessed.

Brenda Bauerkemper - Stated that the ordinance says that the developer will
be checked out by fiscal consultants; does that mean ND~ will be checked or
will all of the individual builders of the project be checked out?

Mr. Schnelle replied that NDH will be ultimately responsible and they are the
ones to be checked by fiscal consultants.

Susan Beale - Stated that she is more concerned with water than with sewer.
Statistics say it takes 600-700 homes to break even on a well and Flintwood
II is proposing 345 units and they are not to be built all at once. Fees
for the well must be collected fro~ day 1, who will pay for the well during
that interim before Flintwood II is developed to full capacity?

Mr. Schnelle stated that wells and water is not a point to be discussed t6night.

Brenda Bauerkemper - Stated that city water is required in the project and it
should be discussed.

City Engineer Raatikka stated that smaller capacity well is being proposed.
Systems have been installed for 40 residents or less, and they are self-
sustaining. Also, the well could be operated at a smaller capacity and
maintenance would be minimum in the beginning.

Brenda Bauerkemper - Inquired about pump motors.

City Engineer Raatikka replied that user fees would be adjusted to pay the
costs of maintenance of the system.

Tom Patchen - 5700 148th Lane - What will it cost for a s~stem to serve 350
units?

City Engineer Raatikka replied that it would cost approximately $300,000.

Mr. Patchen stated that it breaks down to about $1,000/unit plus operation
and maintenance costs.

Mr. Carson pointed out that individual sut~ersible wells ~tn about $3000.

Mr. Patchen replied that the only costs after installatio:t in that case are
electxicity to run it.

Mr. Data stated that Bu/rl Oaks does not have a high speed near it.

Foster pointed out that MSA Road Foley Blv]. runs rig%tt through Burl Caks.

~.=~ P & Z/November 2 ~, 1983
Public Hearing
