Downing, Environmental <br />Review Coordinator dated March 6, 1984. <br /> <br />Paragraph three of that letter states that no final governmental decision to grant <br />a permit or other approval required to commence the project shall be made until a <br />negative declaration or EIS adequacy determination has been made. I called Mr. <br />Downing in regard to this statement and he stated that final plat approval cannot <br />be made until a decision on the EIS is made. He did state, however,that the City <br />could proceed with plans and specifications on the project while the EAW comment <br />period was in progress. <br /> <br /> <br />
