P&R CASE: #4 <br /> <br />PARK AND TRAIL DEDICATION FOR ROTARY SYSTEMS <br /> By: Leonard Linton, Civil Engineer <br /> <br />Background: <br /> <br />Rotary Systems is proposing to construct a building on Lot 2, Block 1 Sunfish Lake Business Park <br />2nd Addition. The lot is 2.13 acres. The site was owned and platted by the City in 2003. The <br />collection of park and trail fees was deferred until sale of the lots and is to be made part of the Tax <br />Increment Financing a~eement made for the sale of each lot. <br /> <br />The Planning Commission case is attached for reference as well as a letter from Amy Giesler, <br />Associate Planner regarding the final plat for Sunfish Lake.Business Park 2nd Addition. <br /> <br />Park dedication can be met by land or cash contribution. The land dedication would be 10% or <br />approximately 9,000 sq. ft. Accepting land would provide recreation space for those employed in <br />this business and other neighboring businesses, however it would decrease the space available for <br />the building, parking, stormwater ponding and landscaping. A small isolated park becomes a <br />maintenance issue for the City, it requires the same amount of time to load and unload mowing <br />equipment as it is moved between parks, however, the efficiency of the staff and the area covered <br />increases as the size of the park increases. Creating a number of small isolated parks will increase <br />the time required to mow and maintain the parks. Creation of a small isolated park does not seem <br />prudent at this time. <br /> <br />Acceptance of cash park and trail dedication will provide funds that the City can use to improve <br />existing parks and trails or to develop new larger parks that would serve this area. <br /> <br />Recommendation: <br /> <br />Staff recommends accepting Park Dedication in the amount of $9,278.28 (2.13 acres ~ $4,356/ <br />acre) and Trail Dedication in the amount of $2,321.70 (2.13 ~ $1,090/acre). <br /> <br />Action: <br /> <br />Motion to recommend to City Council that it accept Park Dedication in the amount of $9,278.28 <br />and Trail Dedication in the amount of $2,321.70 for Rotary Systems. <br /> <br />Reviewed By: <br />Public Works Director <br />Assistant Public Works Director <br /> <br />P&R: 07/08/04 <br /> <br />29 <br /> <br /> <br />
