Motion by Commissioner Ostrum, seconded by Commissioner .Shryock to recommend staff to <br />organize the project to bring to the Council for approval on bidding the project. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Conm~issioners Ostrum, Shryock, LaMere, <br />Olds and Pontius. Voting No: None. Absent: Lehman. <br /> <br />Case #3: Review Plans for Ramsey Town Center Parks <br /> <br />City Engineer Olson stated Ramsey Town Center, LLC has proposed providing the parks and <br />park dedication fees up front for the Ramsey Town Center development. They have provided <br />sketches and proposals for evaluation as the plan has evolved. Park and Recreation Commission <br />and City Council have reviewed and accepted portions of the proposal previously. The plans are <br />before the commission for review and evaluation are for East Park and South Park. <br /> <br />City Engineer Olson advised the park plans were received at City Hall. Staffbriefiy looked at the <br />information as the packets were assembled. RTCLLC .is proposing a 100 person pavilion in <br />South Park and a second pavilion in West Park. Space for an amphitheater is reserved in East <br />Park but construction is not included in RTC proposal. <br /> <br />City Engineer Olson stated the City is applying for a livable cormnunity ~ant; a portion of the <br />proceeds of this ~ant would be used to construct the amphitheater. <br /> <br />City Engineer Olson explained the timing of the submittal did not provide adequate time for staff <br />review of the plans. Staff will review the plans and prepare a recommendation before the <br />meeting. This recommendation along with copies of the submittal from RTC will be sent to the <br />Commissioners for their review prior to the meeting under separate cover. <br /> <br />Chairperson Johns asked if the pavilion will have any electrical outlets. Mr. Olson stated there <br />will be bathrooms facilities associated with this and the cost to do this is roughly $200,000. <br /> <br />Commissioner Shryock stated if they were setting a precedence putting this type of structure in <br />the parks and would this type of pavilion be put in all of the parks. Councilmember Kurak stated <br />they discussed the possibility of moving the old town hall to the park. <br /> <br />Discussion ensued in regards to the type of pavilion needed in the park. <br /> <br />Mr. Bruce Jacobson reviewed South Park plans with the Commission and Council. <br /> <br />Councilmember Zirmnerman asked if the soccer fields would be lighted. Mr. Olson stated there <br />were no plans to light the fields at this time. <br /> <br />Councilmember Cook thought this new layout fit into the land area better. <br /> <br />Commissioner LaMere asked if there was a path to the ball fields. Mr. Bruce Jacobson stated the <br />ball field will be accessible from all areas and will be handicap accessible. <br /> <br />Park and Recreation Commission/June 10, 2004 <br /> Page 6 of 8 <br /> <br /> <br />
