Motion carried. Voting Yes: Chair Bennett, Commissioners Mobry, Trappen, Fyten and Troy.
Voting No: None. Absent: Commissioners Barr and Logan
5. COMMISSION BUSINESS
5.01: Recommend Reconditioning of Tennis Courts and Replacement of Monument at
Rivers' Bend Park
Parks & Assistant Public Works Superintendent Riverblood reviewed this case is to consider
recommending to City Council the reconditioning of four tennis courts and eventual replacement
of the large entrance sign at Rivers' Bend Park. Both improvements were initially installed with
the park's creation in the later part of the 1980's. The tennis courts have been refurbished several
times over the years and the cedar wood-beam monument has also been repainted and "patched-
up" with concrete a few years ago.
Park and Recreation Intern, Nathan Greenwald has collected information on costs and options on
the tennis courts and presented his findings at the meeting. Current quotes received include:
Surface Pro LLC —Full Four Court $19,000, Single Court $6,500
Tennis Court Doctor — Full Four Court $29,835 Water to be supplied by the City and Single
Court $8,000
Upper Midwest Athletic Construction — Full Four Court $26,000 plus $21/ft. for additional
padding to prevent cracks from coming back and Single Court $6,500
For the tennis court resurfacing, the recommended funding source is the Capital Maintenance
Fund, formally known as "Park Maintenance Fund #810" which has a present balance of
approximately $366,000.
Staff recommends proceeding with the reconditioning of the tennis courts as soon as practicable.
More investigation needs to occur on the area longevity of the Armor crack repair systems — and
if it is available to more than one contractor. Based upon this finding, the cost to recondition the
tennis courts will be $19,000 to $38,000. Mr. Greenwald suggested based on his findings he
recommends the Commission consider Surface Pro LLC for a total of $30,000. Commissioner
Trappen asked about the warranty and Mr. Greenwald described the warranty and additional
Armor crack repair systems. The Armor crack will increase the longevity and performance of the
courts.
Chair Bennett reviewed the details of the Armor crack warranty. Parks & Assistant Public Works
Superintendent Riverblood stated if the Armor Crack is not used the cracks would most likely
show up in the second season. Mr. Riverblood described the application of the Armor crack
product.
Chair Bennett asked about the other quotes and what crack type product they would be using. Mr.
Greenwald stated he did not receive any information on crack products from Tennis Court
Doctor. Mr. Riverblood agreed the staff recommendation is the best option.
Park and Recreation Commission/July 14, 2016
Page 2 of 5
