WHEREAS, on January 18, 2002, the City of Ramsey City Council adopted <br />Resolution #02-01-007 to: a) endorse Mn/DOT's vision and corridor management plan <br />for the T.H. 10 corridor; b) commit to working in partnership with Mn/DOT and other <br />partners along the corridor to implement the recommendations of the T.H. 10 Corridor <br />Management Plan; c) support the freeway design option from Thurston Blvd. in Anoka <br />to the western boundary of Ramsey; and <br /> <br /> WHEREAS, Figures 5.3-6A, 5.3-5C, and 5.3-5B of the T.H. 10 Corridor <br />Management Plan: T.H. 24 in Clear Lake to 1-35W, reflects that the proposed alignment <br />for a six-lane freeway system through the City of Ramsey lies between existing T.H. 10 <br />and the BNSF RR to the north; and <br /> <br /> WHEREAS, the City established an interim ordinance placing a six month <br />moratorium (August 25, 2003 - February 25, 2004) on the development, redevelopment <br />or expansion of uses on certain parcels located north of T.H. 10 and south of the <br />Burlington Northern Santa Fe (BNSF) Railroad, from the eastern boundary to the western <br />boundary of the City is necessary to protect the planning process during the preparation <br />of the AUAR; and <br /> <br /> WHEREAS, by letter dated November 6, 2002, MnDot has indicated it will meet <br />with the City immediately to establish a schedule for planning and associated <br />environmental studies that will ultimately lead to officially mapping the corridor; and <br /> <br /> WHEREAS, the City, MnDot, and Anoka County have been working together to <br />complete the environmental and planning steps required in order to officially map the <br />corridor; and <br /> <br /> WHEREAS, the Planning Commission and City Council directed staff to create a <br />zoning district, to be named H-1 Highway 10, for the corridor that guides appropriate <br />development while still providing the opportunity for land owners to utilize their property <br />for economic benefit until the highway improvements are implemented; and <br /> <br /> WHEREAS, in conjunction with the establishment of the H-1 Highway 10 <br />ordinance the corridor will be required to be rezoned from B~2 Highway Business to <br />Highway 10; and <br /> <br /> WHEREAS, the City will be introducing an ordinance on April 13, 2004 to <br />officially map the corridor; and <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1.
