Councilmember V~n Wagner in~oduced the following resolution and moved for its adoption: I I I I I RESOLUTION ~84-127 and WHEREAS, the City of Ramsey is considering the development of River's Bend; WHEREAS. the proposed development consists of 151 single family units; and WHEREAS. under the rules of the Minnesota Environmental Quality Board Environmental Review P~ogram, a residential development with 100 or more unattached units in a 3rd or 4th class city is required to go through a mandatory EAW process; and WHEREAS, the 30-day review and comment period for the EAW ended on July 4, 1984; and WHEREAS, according to 6 MCAR3.028B. l.a., a decision on the need for an Environmental Impact Statement (ELS) is to be made by the City at its first meeting ten or more days after the comment period expiration date and in no case more than 30 calendar days afterwards; and I I I I I I I I I I WHEREAS, the proposed Findings of Fact were presented to the City Councilmembers for their review on July ~0, 1984; and WHEREAS, a copy of the proposed Findings of Fact was made available to members of the public on July Z0, 1984 and thereafter a copy has been on file in the office of the City Administrator. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) The City of Ramsey approves the Findings of Fact which conclude that the proposed River's Bend development does not have the potential for significant environmental effec, ts, and Z) The City of Ramsey authorizes the Mayor to sign the' Findings of Fact, and 3) The City of Ramsey directs City Staff to forward a copy of the Findings of Fact and notice of' decision on the EAW to the Environmental Quality Board (EOB) for publication in the EQB Monitor, and 4) The City of Ramsey directs City Staff to forward copies of the decision on the EAW to all persons on the EAW distribution list and to all persons who commented on the EAW within five working days. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Reimann and upon vote being taken thereon, the following voted in favor thereof: Mayor Gamec, Councilmembers Van Wagner, Reimann and Sorteberg and the following voted against the same: Councilmember Schlueter whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 24th day of July, 1984.
