I I I I I I I I I I I I I I I I RESOLUTION RESOLUTION GRANTING FINAL PLAT APPROVAL TO RIVER'S BEND PLAT WHEREAS, sketch plan approval was granted to River's Bend on April 3, 1984 and a public hearing date was set for May 1, 1984; and WHEREAS, a public hearing was held on River's Bend plat in accordance with City Code by the Planning and Zoning Commission on May 1, 1984; and WHEREAS, preliminary plat approval was granted to River's Bend plat by the Planning and Zoning Commission on May 1, 1984; and WHEREAS, preliminary plat approval of River's Bend was granted by City Council on May Z4, 1984 stating that the developer must comply with the City Code; and WHEREAS, the City Engineer, Mr. Peter Raatikka of Hakanson Anderson Associates, submitted the environmental assessment worksheet to the State of Minnesota's Environmental Quality Board on May 30, 1984. A press release was placed in the Anoka Union's publication of June 1, 1984 which stated the comment period would run 30 days ending on July 4, 1984; and WHEREAS, the following governmental agencies and citizens submitted comments on the River's Bend plat: Metro Council - letter dated June 30, 1984 MPCA - letter dated June 29, 1984 MnDoT - letter dated July 3, 1984 DNR - letter dated July 3, 1984 : AND WHEREAS, the City Council, City of Ramsey adopted Council Resolution ~84-127 dated July Z4, .1984 which made a negative declaration finding for the environmental assessment worksheet (EAW); and WHEREAS, River's Bend requested an amendment to the City of Ramsey's Flood Plain Management Ordinance and whereby upon approval from the DNR, the City of Ramsey introduced Ordinance #84-6 at their August 1.4, 1984 meeting to amend the City of Ramsey's Flood Plain Management Ordinance as approved by the' above stated DNR's letter; and WHEREAS, the City Engineer, IVlr. Peter Raatikka of HakanSon Anderson Associates, has submitted his findings as required by City Code on River's Bend project in a letter dated AugUst '10, 1984; and WHEREAS, all the fees for park dedication have been satisfied by previous Council action. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF M~NESOTA, as follows: 1) Final plat approval is hereby granted for River's Bend plat providing the following is accomplished as required by. City Code: a) All deficiencies that /re stated in City Engineer's letter dated August 10, 1984 are corrected and .comply with the City Code or are granted variances from the code by Council.
