NT <br /> <br /> ?HIS AGREEMENT made and entered into this___ day of 1984, by and <br />between the CITY OF ANOKA, COUNTY OF ANOKA, MINNESOTA, the CI?¥ OF CHAMPLIN, COUNTY OF <br />HENNEPIN, MINNESOTA and the OITY OF RAMSEY, COUNTY OF ANOKA, MINNESOTA: <br /> <br />WITNESSETH: <br /> <br /> WHEREAS, the parties hereto are each authorized by law to provide fire protection <br />services to their residents, and <br /> <br /> WHEREAS, the parties hereto have determined that such power may best be exercised <br />jointly, and <br /> <br /> WHEREAS, the parties hereto desire to reach an agreement for joint operation, <br />ownership and control of said fire department, and <br /> <br /> WHEREAS, M.S.A. S471.59 authorizes governmental units by agreement of their <br />governing bodies jointly or cooperatively to exercise any power common to the <br />contracting parties to provide for.a joint board representing the parties to the <br />agreement, and <br /> <br /> WHEREAS, M.S.A. S365.15 and ~412.22i, subd. 17, authorize the Cities respectively, <br />each individually, to establish a fire department, and <br /> <br /> WHEREAS the City of Anoka presently owns fire fighting equipment and a fire station <br />which has operated with an efficient staff of firefighters including a fir% chief and a <br />staff of fire officers, who have served on a volunteer basis. The fire station and all <br />present fire department inventory to remain the property of the City of Anoka. All <br />maintenance, operating expenses,, replacement of equipment, salaries, insurance costs and <br />all other regular and necessary expenses necessary for the operation of the Anoka- <br />Champlin-Ramsey Fire Department to be shared by the Cities of Anoka, Champlin and <br />Ramsey. Collectively the Cities of Anoka, Champlin and Ramsey are financially able to <br />provide fire fighting.and other.fire related services and the necessary fire and related <br />equipment and service to protect the areas of each of the Cities in a better manner than <br />singly, and <br /> <br /> WHEREAS, after conference and study the respective City Councils of the Cities of <br />Anoka, Champlin and Ramsey hereby find it necessary and advisable to continue to use <br />presently owned fire station and equipment and to jointly purchase fire fighting <br />equipment and other fire department related equipment for use in preventing and <br />extinguishing fires, effecting rescue and extracation procedures, emergency first aid, <br />and other standard and normal duties expected of a fire service and to provide for a <br />Fire Prevention Bureau, as an operating section of, the fire department, to furnish fire <br />inspection, fire education and fire prevention programs to the member cities of the Fire <br />Department. The purpose of this contract is to provide for such use and future joint <br />purchase of equipment, and for its use in the area involved, which is the territory <br />contained in the City of Anoka, the City of Champlin and the City of Ramsey and those <br />other areas for which the City of Anoka fire department has lawful contracts for fire <br />services and in any territory which may become lawfully included in this contract at <br />some later time, and <br /> <br /> <br />
