#BZREAS, this contract has been authorized by the City Council for the City ~f Anoka, the City Council for the City of Champlin and the City Council for the City ~f Ramsay. The original Constitution adopted in 1941 and the Constitution and By-Laus adopted on December l?th, 1942 of the Anoks Volunteer Fire Department, Inc. and the Constitution and By-Lays of the Anoka Fire Department Relief Association , Inc. to remain in force providin9 that the Anoka Volunteer Fire Department effects s~:~ necessary changes to their Constitution and By Laws as required to meet the requireme~!s hereinafter stated. In event of termination of this contract, any benefits due members of the Fire Department Relief Association will be in order with Fire Department Relief Association By-Laws. NOW, THEREFORE, it is hereby agzeed by and between the parties hereto as follows: ARTICL~ I ~ OF ORGA~I~TION The name of the joint fire department shall be "Anoka-Champlin-Ramsey Fire Department". AR?ICLE II JOINT POWERS FIRE BOARD A Joint Powers Fire Board (hereinafter referred to as "board") is hereby created to facilitate the performance of this contract throughout its life. Such board shall have powers specifically given in any other article of this contract and shall have power t~ make recommendations to the City Councils of Anoka, Champlin and Ramsey to improve cooperation and efficiency in ca{tying out the intent of this contract and to make recommendations for amendments and' supplements to this contract. It shall be the responsibility. of. the Joint Powers Fire Board to annually submit to the City Councils for approval, a budget for the calendar year operation of the fire service. The membership of the board shall consist of seven (7) individuals as follows: One member from each of the City Councils, member to be selected as each Cit~ Council desires. One member from the permanent staff of each of the Cities. selected as the appropriate City COuncil desires. Member to be The Chief of the Fire Department. Each city Council will designate an alternate City Council member and an alternate permanent staff member to attend'meetings of the board when the primary designated member is unable to attend. The Chief of the Department will appoint an alternate to represent the Fire Department when the Chief of the Department is unable to attend meetings of the boar~. The Fire Department alternate must be appointed from the active membership of the Fire Department. 2
