I
I
I

Commissioner Hendriksen proposed the following as a findinE of
fact:

#9

Nature of land upon which landfill is proposed is the
least destreable of possible soils based on report
prepared by Anoka County Soil and Water Conservation
District.

I
I
I
I
I
I
I
I

The Commission continued to review Standards for Consideration.

b) The nature of the adjoining land or buildings.

Commissioner Zimmerman stated that it has been learned at
the June 25, 1984 public hearing that adjacent homes are
in close proximity to the landfill and there are reports
of private well failure on adjoining properties.

c)

The proximity of a similar use.

Chairman Peterson stated that the citY is not aware of any
other permit for similar use in that proximity.

Commissioner Deemer stated that there does exist a clean
fill site in Ramsey within one mile of the current landfill.

d)

The effect upon traffic into and from the premises, or on
any adjoining roads.

Mr. Otter stated that Waste Management does not foresee any
direct increase in traffic other than the normal 5% annually
due to volume increases. He also stated that collection
vehicle capacity increases as a way to reduce number of trips
into the landfill.

e) The total number of similar uses within the city.

f)

Chairman Peterson stated this consideration as not appropriate
in this case.

Whether or not the use will be dangerous or otherwise
detrimental to persons residing or working in the vicinity
of the use, or to the public welfare, and whether or not
it will substantially impair the use, enjoyment or value
of any property.

Commissioner Hendriksen stated that the only appraisor the
Commission has heard is Mr. BjOrklund who was retained by
Waste Management and Mr. Bjorklund indicated that there would
be some devaluation.

Comm_issioner Deemer stated that his recollection of Mr.
Bjorklund's comments were that he could not measure detriment
to adjacent property value but that desirability of property
was reduced.

Commissioner Hendriksen stated that he recollected Mr.
BJorklund's comments as that if a number of conditions were
met in the noise area, that reduction in value would be as

P & Z/July 3, 1984
