The Conditional Use Permit Application was made pursu- <br />ant to Ramsey City Code Section 170.016 "Conditional Uses." <br /> <br /> 3. Pursuant to Ramsey City Code Section 170.016C, the City <br />of Ramsey Planning and Zoning Commission (the "Commission") <br />conducted a public hearing on the Application on June 25, 1984. <br />Notice of said public hearing was published in the City's legal <br />newspaper, Anoka County Union, on June 15, 1984, and mailed <br />notices of the public hearing were sent at least ten (10) days <br />prior to the hearing to property owners within 350 feet of the <br />outer boundaries of the property in question. <br /> <br /> 4. The June 25, 1984 public hearing was a joint public <br />hearing with members of the Commission and the City of Ramsey <br />City Council in attendance. <br /> <br /> 5. At the public hearing the applicant made a presentation <br />describing its proposed project. <br /> <br /> 6. At the public hearing all members of the public who <br />desired to testify were given that opportunity. <br /> <br /> 7. At the regular Commission meeting of July 3, 1984, all <br />persons wishing to make a statement were given the opportunity to <br />do so during Citizen Input, and all persons wishing to provide <br />additional written testimony were given the opportunity to do so <br />through July 24, 1984. Opponents of the proposed landfill <br />expansion submitted a petition signed by a large number of City <br />residents, which stated "we the people, residents of Ramsey and <br /> <br /> <br />
