I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />dispute that the soil types on the site are not suitable for <br />landfill uses but contends that sound design engineering and <br />operational practices can prevent such contamination. Such <br />measures would include liners, leachate collection systems and <br />storm water runoff control. In support of this contention, Waste <br />Management asserts that the MPCA and Metropolitan Council were <br />mindful of soil conditions but nevertheless found the site to be <br />intrinsically suitable for a landfill. The Commission finds, <br />however, that it has not been provided with sufficiently complete <br />information on design and engineering of the proposed landfill to <br />determine that the site is suitable for the proposed use. Given <br />the presence of wetlands, the soil types, and the potential for <br />ground and surface water contamination, the Commission is unable <br />to conclude that the use of the site for a landfill will not <br />create a significant risk of surface and ground water contamina- <br />tion and hazard to the public health, safety and welfare. <br /> <br />be <br /> <br />The Nature of the Ad~oinin~ Land or Buildings. <br />[170.-16D Standards f~r Consideration.] <br /> <br /> 10.
