Site P was found by
the Minnesota Pollution Control Agency, ~in its Findings of Fact,
Conclusions and Order dated November 2, 1981 ("MPCA Order") to be
intrinsically suitable for use as a sanitary landfill provided
that certain measures are performed. (See MPCA Order, Order No.
3.) Site P was designated by the Metropolitan Council as a
candidate site pursuant to Resolution No. 82-182, Resolution
Re~ardin~ Council Review of Proposed Candidate Landfill Site P in
Ramsey, Anoka County, ("Metro Council Resolution"), dated
September 23, 1982, and approved as a suitable site for disposal
of mixed municipal solid waste.

The North 80 presently serves as a buffer area between the
Anoka/Ramsey Landfill and homes adjacent to the North 80 on its
northerly and westerly boundaries.
