With respect to <br />ground and surface water protection, the Commission incorporates <br />finding relating thereto in Finding No. 9. <br /> <br /> Litter and Odor Control. The engineering and landscap- <br />ing plan provide for permanent and temporary fencing and portable <br />wind screens to control the movement of windblown litter. Loose <br />litter, both on and off the landfill site, would be regularly <br />collected. The applicant stated that litter and odors would <br />further be controlled by the practice of daily covering of refuse <br />disposed of at the landfill. Methane gas generated by the <br />decomposition of solid waste at the landfill would be analyzed <br />through a monitoring program and, if necessary, collected in a <br />landfill gas collection system similar to that in use at the <br />present Anoka/Ramsey Landfill in order to prevent the migration <br />of methane gas off-site. (June 25, 1984, testimony of Henry <br />Koch; Plans, Sections III.E and G.; Conditional Use Permit.) <br /> <br /> The Commission finds, however, that although the odor <br />control measures proposed by Waste Management might reduce odors, <br />such odors could not be reduced to sufficiently low levels, and <br />that, because of the close proximity of the adjacent residences <br />and other existing and potential land uses, the odors eminating <br />from the proposed landfill expansions would be detrimental to the <br />public health, safety and general welfare. Testimony was pre- <br />sented that nearby residents have been forced to remain indoors <br />with doors and windows closed because of landfill odors. <br /> <br /> Erosion Control.
