I
I
I

Ground and Surface Water Protection. With respect to
ground and surface water protection, the Commission incorporates
finding relating thereto in Finding No. 9.

Litter and Odor Control. The engineering and landscap-
ing plan provide for permanent and temporary fencing and portable
wind screens to control the movement of windblown litter. Loose
litter, both on and off the landfill site, would be regularly
collected. The applicant stated that litter and odors would
further be controlled by the practice of daily covering of refuse
disposed of at the landfill. Methane gas generated by the
decomposition of solid waste at the landfill would be analyzed
through a monitoring program and, if necessary, collected in a
landfill gas collection system similar to that in use at the
present Anoka/Ramsey Landfill in order to prevent the migration
of methane gas off-site. (June 25, 1984, testimony of Henry
Koch; Plans, Sections III.E and G.; Conditional Use Permit.)

The Commission finds, however, that although the odor
control measures proposed by Waste Management might reduce odors,
such odors could not be reduced to sufficiently low levels, and
that, because of the close proximity of the adjacent residences
and other existing and potential land uses, the odors eminating
from the proposed landfill expansions would be detrimental to the
public health, safety and general welfare. Testimony was pre-
sented that nearby residents have been forced to remain indoors
with doors and windows closed because of landfill odors.

Erosion Control. Wind and water erosion would be
controlled by the daily cover and compaction of refuse and the

10
