The <br />applicant further claims that muffling devices and deflectors <br />would be placed upon construction and operation machinery at the <br />site to further reduce noise intrusions. (June 25, 1984 testimo- <br />ny of Henry Koch; letter dated July 3, 1984 from Waste Management <br />to City of Ramsey Planning Commission and City Council; Condi- <br />tional Use Permit.) <br /> <br /> However, the Commission finds that, notwithstanding the <br />noise control measures proposed by Waste Management, the noise <br />level and annoyance therefrom would be detrimental to and endan- <br />ger the public health, safety and general welfare. Testimony was <br />given to the effect that even the presence of the hill created by <br />the present landfill between current operations and adjacent <br />residential properties is not sufficient to reduce noise to <br />acceptable levels. Therefore, it is clear that the constructiOn <br />of a small berm between landfill operations and residential <br />properties would not provide adequate protection. The noise of <br />landfill operations is a constant noise during landfill opera- <br />tions. Even the expert appraiser retained by the applicant, <br />Mr. Brad Bjorklund, stated that noise would cause a reduction in <br />values of nearby properties. Mr. Bjorklund stated that noise <br />reduction efforts might be helpful; however, he did not say that <br />noise levels would or could be reduced to levels which would not <br />reduce property levels. <br /> <br /> <br />
