"Benefited Property O~ners" includes both <br />abutting and non-abutting property owners ~d~o benefit from the <br />improvement. <br /> <br />Subdivision 5. "City" means the City of Ramsey. <br /> <br /> Subdivision 6. <br />Administrator. <br /> <br />"Clerk" means the Ramsey Clerk- <br /> <br />Subdivision 7. "Council" means the City Council of Ramsey. <br /> <br /> Subdivision 8. "Improvement" means any type of <br />improvement made under authority granted by the Charter of state <br />law. <br /> <br /> Subdivision 9. "Local Improvements" shall mean a public <br />improvment financed partly or wholly from special assessments. <br /> <br /> Subdivision 10. <br />the City. <br /> <br />"Newspaper" means the official newspaper of <br /> <br /> Subdivision 11. "Newsletter" means a letter published by <br />the City at regular intervals at least six times each year. <br /> <br /> Subdivision 12. "Non-Abutting Property Owners" refers to <br />the owners of any real property in the City of Ramsey which does <br />not abut, but which may receive a benefit from a specific local <br />improvement. <br /> <br /> Subdivision 13. "Property Owner" refers collectively to the <br />I individual, individuals, entity or entities noted as the fee <br /> owner, or in the case of land being purchased under contract for <br /> deed, to the vendee thereof, according to the then current <br /> <br />I records of the Anoka County Auditor, of each parcel of land <br /> which is recognized as a separate tax.-parcel by 'the Anoka County <br /> Auditor. <br />i Subdivision 14. "Street" means any street, alley, or other <br /> public way, or any part thereof. <br /> <br /> I 210.01.4 Council Power8. <br /> Loc,~l <br /> Improvements p <br /> <br /> Subdivision 1. Im rovements authorized. The City Council <br /> Ishall have power to make the following improvements: <br /> <br /> (1) To acquire, open, and widen any street, and to improve <br />I the same by constructing, reconstructing, and <br /> maintaining sidewalks, pavement, gutters, curbs, and <br /> vehicle parking strips of any material, or by grading, <br /> graveling, oiling, or otherwise improving the same, <br />I including storm sewers or other street drainage and <br /> <br /> <br />
