I I I I I I I I I Subdivision &. "Benefited Property O~ners" includes both abutting and non-abutting property owners ~d~o benefit from the improvement. Subdivision 5. "City" means the City of Ramsey. Subdivision 6. Administrator. "Clerk" means the Ramsey Clerk- Subdivision 7. "Council" means the City Council of Ramsey. Subdivision 8. "Improvement" means any type of improvement made under authority granted by the Charter of state law. Subdivision 9. "Local Improvements" shall mean a public improvment financed partly or wholly from special assessments. Subdivision 10. the City. "Newspaper" means the official newspaper of Subdivision 11. "Newsletter" means a letter published by the City at regular intervals at least six times each year. Subdivision 12. "Non-Abutting Property Owners" refers to the owners of any real property in the City of Ramsey which does not abut, but which may receive a benefit from a specific local improvement. Subdivision 13. "Property Owner" refers collectively to the I individual, individuals, entity or entities noted as the fee owner, or in the case of land being purchased under contract for deed, to the vendee thereof, according to the then current I records of the Anoka County Auditor, of each parcel of land which is recognized as a separate tax.-parcel by 'the Anoka County Auditor. i Subdivision 14.
