Rd. 56 <br /> <br /> Dear Council Members: <br /> <br /> As requested at your last council meeting, we have reviewed the <br /> drainage problem in the above referenced area as shown on the attached <br /> sketch. <br /> <br /> Due to a heavy snowfall and rains the past year, the water elevation <br /> in the pond has risen and the water is encroaching further into the <br /> lots adjacent to 150th Lane N.W. The ponding area does not have an <br /> outlet and has to rely on percolation and evaporation to keep from <br /> encroaching on adjacent areas. It would appear that, with the <br /> development in the area, silting of the ponding area has occurred <br /> causing percolation to become restricted. <br /> <br />To alleviate the problem, dredging would be one alternative. ~owever, <br />the ponding area is a protected wetland under the Department of <br />Natural Resource (DNR) Regulations. In discussing dredging with the <br />DNR, they stated that a DNR permit would be required. To qualify for <br />the permi~ the City would have to prove that the dredging would be <br />beneficial to the wetland. Also, a U.S. Army Corps of Engineers <br />Permit would be required. <br /> <br />As an alternate to dredging, an overflow could be provided. The <br />ultimate solution for an overflow would be to pipe the storm water to <br />the Mississippi River as proposed in the Comprehensive Drainage Study. <br />Due to the amount of underdeveloped land between 150th Lane and the <br />river, this does not appear to be a possible solution at this time. <br />~owever, it may be feasible to provide a culvert across 150th Lane and <br />acquire some additional drainage easements and excavate them as <br />ponding and percolation basins. <br /> <br />Prior to proceeding with the creation of percolation basins or <br />dredging, we would recommend that a detailed feasibility be completed <br />to determine the effectiveness of these solutions. A feasibility <br />should include surveying and soil borings to determine soil types and <br />ground water elevations. <br /> <br />civil · municipal · planning · soils e land surveying <br /> <br /> <br />
