Otter <br />General Manager of Landfills <br />Omega Hills Landfill <br />N96 W12730 County Line Road <br />Germantown, WI 53022 <br /> <br />Re: Anoka Sanitary .Landfill <br /> South 80 Borrow Plan <br /> <br />Dear Mr. Otter: <br /> <br />In response to the comments made by Mr. Peter Raatikka, P.E., of Hakanson, <br />Anderson Associates, Inc. representing the City of Ramsey in a letter directed <br />to Mr. Clayton Berg, Chief Building Officer for the City dated November 30, <br />1984, and those comments generated during a meeting with the City Planning <br />Commission on December 4, 1984, FOTH & VAN DYKE has prepared a phased approach <br />to the development and restoration of the South 80 Borrow Area located near the <br />Anoka Sanitary Landfill, Anoka County, Minnesota. The plan consists of two <br />drawings which are enclosed and this letter. The drawings depict existing site <br />conditions, project phasing and the final grades'that will be achieved once all <br />mining is completed. The letter discusses project phasing, excavation, restora- <br />tion, drainage and safety considerations. <br /> <br />Please note that the drawings and information presented here represent updates <br />of and revisions to information previously supplied to the City of Ramsey in <br />WMMI's November 9, 1984 application for a mining permit for the South 80 Borrow <br />Area and WMF[E's November 29, 1984 correspondence to the City in regard to <br />revised borrow estimates. Drawing No. 13647.58A-1 titled Anoka Sanitary <br />Landfill South 80 Borrow Area - Existing Conditions, dated October 18, 1984, <br />which is enclosed, is the same drawing included in the November 9, 1984 applica- <br />tion referred to above. Drawing No. 13647.58E-2, titled Anoka Sanitary landfill <br />South 80 Borrow Area - Phasing, Final Grade and Restoration Plan, dated <br />December 7, 1984, which also is enclosed, replaces Drawing No. 13647.58A-2 <br />titled Anoka Sanitary Landfill South 80 Borrow Area - Final Grades, dated <br />October 18, 1984. This latter drawing was also included in the November 9, 1984 <br />application. <br /> <br />PHASED DEVELOPMENT AND RESTORATION <br /> <br />As shown on Drawing No. 13647.58E-2 the South 80 Borrow Area development plan <br />has been divided into 10 phases of approximately five acres in size. Total <br />surficial area included within the limits of the borrow area is 48.4 acres. <br />When reviewing the plan, please note that the phasing has been developed such <br />that the excavation in the first few phases is relatively small.
