excited for the project and noted that the EDA and staff are supportive of inviting Platinum
Properties to apply for a business subsidy. He asked for direction from the Council on the
proposed project and the business subsidy application.
Mayor Strommen asked if the City must invite a business to apply for a business subsidy.
Asst. City Administrator/Economic Development Manager Brama stated that is not always the
typical course of action but provided additional details on the process as recommended.
Jeff Hagen, owner of Platinum Properties Group, stated that he has been in the business for many
years and is third generation in the real estate business. He stated that his business is very
pleased to be here and provided background on how he conducts business, noting that the
company will not ultimately be the owner of the property although he would be a partner in the
group that takes ownership. He stated that they would like to develop two buildings, one of
72,000 square feet and the other to be a 52,000 square foot industrial building. He noted that the
larger building could be split into tenant space while the second building would be used for
Adrenalin Sports. He stated that Mr. Jacobs needs to get into a new facility by August of next
year and therefore they would like to begin this process to ensure that the product could be
delivered in the necessary timeframe. He advised of a development he is involved with in the
City of Andover at the corner of Bunker Lake Boulevard and Hanson Boulevard which will
provide three tenants including Dunkin Donuts, AT&T, and a sushi restaurant. He noted that he
would hopefully partner with the same entity to construct these buildings. He stated that
Adrenalin Sports will be significantly expanding from their current location and they have
worked together closely to find the best lease range to fit the budget of the client. He stated that
Platinum Properties feels strongly about the Ramsey market and commended the Council for
their proactive actions. He stated that with the lower sale price they are proposing they would
like to lower the rates for new construction in order to show people that Ramsey is the place to
be and noted that this would also bring additional jobs to the city.
Jason Jacobs, Adrenalin Sports, stated that they have been doing a lot of work the past few
months and thanked the Council for their time tonight. He stated that his business has been in
Coon Rapids for the past eight years and has been very successful the past four years since he
took over ownership. He stated that the current facility is filled to capacity and that is the reason
for their desire to expand. He stated that the site that he is currently in is also reaching capacity
and therefore has notified him that his lease will be up in 2017, which spurred this process. He
stated that they reviewed locations within Andover and Ramsey and are excited with the
opportunity in Ramsey to have a larger sized lot which would allow a larger facility. He noted
that soccer is the major sports activity, along with baseball, CrossFit and personal training. He
stated that he would like to move this project forward in order to ensure his clients that there will
be a facility to go to after the lease expires. He stated that he has spoken with representatives
from the associations which currently use his site to confirm their need for additional space,
which would make this expansion manageable. He was very excited to potentially bring his
business to Ramsey, along with the 4,000 to 5,000 clients and families that utilize his facility.
He noted that there would be additional opportunities for his business to offer space to the City
or others, such as PACT Charter School, for meeting space.
City Council / September 13, 2016
